It's not actually scrapping the rules system, more supplimenting it. Having run charicters for around 5 years with the added rules, I can attest to certain things:
I: Half proficiencies make the system more belivable and interesting.
II: They also tend to get charicters dead. ;-)
III: Very very few players want to sacrafice the months needed to pick up a reduced value proficency, much less pay the ever present tutors.
IV: Lessions you really don't want charicters to learn tend to get interupted. Say by rampaging barbarien armies, or lab accadents killing the teacher in question.
As with any speculative rule, give it a shot and see what works for you. Can always revoke it or change it later. That's part of the charm of the game, freedom to experament and build rules specificly for your personal style.
On the other hand, I still encourage players to keep some points free just in case they do need these things at a later date. ;-)
